Constitutional session of the KSR Council was hold  in Zupny dom in Kosice with the participation of the 57 deputies elected in historically first regional elections for the second level of self-government in the Slovak republic.

After introductory words of the chief executive of the Regional body in Kosice Stefan Vranovsky, Rudolf Bauer to vow and declare promise, and became a president of the Kosice self-governing region. The president  was elected in two-rounds elections on 1 and 15.12 with the participation of  23 candidates. 

When deputies were already declared their promises he came forward in historical hall of Zupny dom with festive speech.

Temporary seat of new formed Office of the KSR became a building of Regional body on Komenskeho street 52 in Kosice.
